Allows you to resolve versions for all dependencies from a global manifest rather than hard coding versions in each build.gradle file

Add this plugin to your build using the plugins DSL:

plugins {
  id("com.sarhanm.version-resolver") version "2.1.18"
}

Add this plugin as a dependency to <convention-plugins-build>/build.gradle(.kts):

dependencies {
  implementation("com.sarhanm.version-resolver:com.sarhanm.version-resolver.gradle.plugin:2.1.18")
}
```
It can then be applied in the precompiled script plugin:
```
plugins {
  id("com.sarhanm.version-resolver")
}
```
