Adds virtual BOM for common sets of packages that don't have a real BOM

Add this plugin to your build using the plugins DSL:

plugins {
  id("eu.aylett.conventions.bom-alignment") version "0.4.0"
}

Add this plugin as a dependency to <convention-plugins-build>/build.gradle(.kts):

dependencies {

}
```
It can then be applied in the precompiled script plugin:
```
plugins {
  id("eu.aylett.conventions.bom-alignment")
}
```
