Adds the Maven Central and Snapshots repositories to a single project, or all projects if added to a settings file.

Add this plugin to your build using the plugins DSL:

plugins {
  id("nz.net.ultraq.gradle.use-maven-central-repositories") version "0.2.0"
}

Add this plugin as a dependency to <convention-plugins-build>/build.gradle(.kts):

dependencies {

}
```
It can then be applied in the precompiled script plugin:
