Pom file creation outside the context of uploading to a Maven repository

Add this plugin to your build using the plugins DSL:

plugins {
  id("org.myire.quill.pom") version "3.1"
}

Add this plugin as a dependency to <convention-plugins-build>/build.gradle(.kts):

}
```
