Adds the 'publishDependencyConstraint' scope that is used to define dependencies for which direct dependency constraints should be published

Add this plugin to your build using the plugins DSL:

plugins {
  id("org.hiero.gradle.feature.publish-dependency-constraints") version "0.3.1"
}

Add this plugin as a dependency to <convention-plugins-build>/build.gradle(.kts):
```
dependencies {
  implementation("org.hiero.gradle.feature.publish-dependency-constraints:org.hiero.gradle.feature.publish-dependency-constraints.gradle.plugin:0.3.1")
}
```
It can then be applied in the precompiled script plugin:
```
plugins {
  id("org.hiero.gradle.feature.publish-dependency-constraints")
}
```
